The President of Aetolia (Aetolian: Πρόεδρος της Αιτωλία, Próedros ti̱s Aitolías), is the executive head of state of the Republic of Aetolia. The powers, functions and duties of the presidential office, and its relation with the prime minister and cabinets is defined within the Aetolian constitution.

The current President of Aetolia is Sofia Katsaros, who took office on 28 October 2019.

Election

The election of presidents in Aetolia is conducted using an direct election where the successful candidate must win a majority of the 25 Regions of Aetolia. Each district has slightly different voting methods, although most use a simple plurality method.

According to the Constitution, there are no term limits on the office of President.

In order to be admitted as an official candidate in a presidential election, potential candidates must be nominated by a district premier and this must be ratified by the district legislature. Each district can only nominate one candidate, but candidates can be nominated by multiple districts.

After the president is elected, they goes through a investiture ceremony.

Powers

The Republic of Aetolia is a semi-presidential system. Unlike many other presidents, the Aetolian President is quite powerful. While the Prime Minister of Aetolia and parliament oversee much of the nation's actual day-to-day affairs, the President wields supreme influence and authority in decision-making, especially in the fields of national security and foreign policy. The President holds the nation's most senior office, and outranks all other politicians.

The president's greatest power is his/her ability to choose the prime minister. However, since the Representative Assembly of Aetolia has the sole power to dismiss the Prime Minister's government, the president is forced to name a prime minister who can command the support of a majority in the assembly.

  • When the majority of the Assembly has opposite political views to that of the president, this leads to political cohabitation. In that case, the president's power is slightly diminished, since much of the de facto power relies on a supportive prime minister and Representative Assembly, and is not directly attributed to the post of president.
  • When the majority of the Assembly sides with him, the President can take a more active role and may, in effect, direct government policy. The prime minister is then the personal choice of the President, and can be easily replaced if the administration becomes unpopular.

The mandate of the president and the Assembly are both 5 years, they only fall on the same year every few cycles, meaning the chance for cohabitation is high in the Aetolian system, which forces a more consensus-based approach to governing. Among the powers of the government:

  • The president promulgates laws.
    • The president has a veto: when presented with a law, he or she can veto the law, requiring parliament to pass it with a two-thirds supermajority in both houses to override it.
    • The president may also refer the law for review to the Judicial Council prior to promulgation.
  • The president may dissolve the Representative Assembly of Aetolia
  • The president may refer treaties or certain types of laws to popular referendum, with the agreement of the Executive Council or the Senate.
  • The president is the Commander-in-Chief of the Aetolian Armed Forces.
  • The president names and dismisses the Prime Minister. He names and dismisses the Executive Council ministers, with the agreement of the Prime minister. Other ministers are at the sole discretion of the Prime Minister.
  • The president names most officials (with the assent of the Executive Council).
  • The president receives foreign ambassadors.
  • The president may grant a pardon (but not an amnesty) to convicted criminals; the president can also lessen or suppress criminal sentences.
