Foreign relations of Varkana are the Varkan government's external relations with the outside world. Located in Northern Illypnia, Varkana is a Mesogean country that has played a prominent and historic role in the Illypnian and international history since Medieval times. Varkana is a founding member of the Adonian Community, the Mesogean Cooperation Organization and the Energy Standard Organization. Its main allies are Aetolia, Echia, Kotcija, Sakalia and Vasaras. Since the Great Adonian War, Varkana has shaped its foreign policy on the basis of complete neutrality. In recent years, however, Varkana has begun to reassess its definition of neutrality, starting to participate in peacekeeping missions around the world. Since the election of Giorgi Latso as president in 2012, Varkana has used a foreign policy labeled Gerissenpolitik.

History

Administration

Varkana's international relations are the responsibility of the Secretariat of Foreign Affairs, which is run by the Secretary of Foreign Affairs, a position currently held by Ina Vang. Traditionally the President has played a prominent role in foreign affairs decisions, considering the Presidential Office is the parent government organization of the Secretariat.

Global Opinion

Pew Research Center indicated that (as of 2015) 27 surveyed countries have a positive view (50% or above) of Varkana. With the top ten most positive countries being Svaneti (98%), Aetolia (87%), Vasaras (82%), Meleto (77%), Sakalia (75%), Kotcija (73%), Daras (72%), Rutuli (71%), Skade (68%), and Zarkos (67%). While ten surveyed countries have the most negative view (Below 50%) of Varkana. With the countries being Paran (9%), Mashriq (16%), Samarstan (23%), Kastruneto (28%), Saremia (30%), Sarta (33%), Breisland (34%), Bayara (37%), Kandar (38%), and Tourkia (42%). Varkan's own view of Varkana was viewed at 99%.

Daras and Varkana enjoy extremely close, warm and historical relations. Daras has been a reliable partner in trade, development, military, scientific and cultural co-operation. The collaboration dates back to the Communist Alliance era, and both countries were major allies during the Great Adonian War. However, the alliance was limited by the great distances between both nations, but Varkana acted as an important military adviser since 1904, orchestrated by Sofiko Chiaureli, to help the newly established Socialist Republic.

The cordial relationship between the two countries extends back to ????, when the Dinaric Empire's EXPLORER reached the Zong colony of ??? and subsequently Zong itself. Formal diplomatic relations between Varkana and Zong were established on 16 November 1768. Nowadays, Zong is a big market for Varkan firms. The most prominent Varkan company to have a big investment in Zong is automobiles manufacturer Qhar which is in partnership with Zong's automobiles giant Huchoan, the fourth largest car manufacturer in the world and largest in Zong, to produce electric cars. Zong companies have however difficulties in entering the Varkan market due to strict Varkan laws and regulations, which have been a continuous issue since the Great Adonian War between the two nations.

Relations between Aetolia and Varkana are close, marked by shared history, religions, institutions and languages (regional level), extensive people-to-people links, geographical proximity, aligned security interests, and vibrant trade and investment cooperation.

Varkana has a positive bilateral relationship with Ashakarra based on many common strategic interests, but mainly economic. Both countries coordinate the development of cross-border infrastructure, including most recently in 2016 of the opening of the MSR Okumi high speed rail line. The two countries share 108 km of common border along the Dalian Mountains. Historically, Ashakarra has been linked to Varkana through various empires or states, including the Kingdom of Varkana and the United Kingdom of the Dinarides; while both nations acquired their independence from Aetolia in the 18th century.

Varkana enjoys cordial but complex relations with Breisland. Between 1943-1948, Breisland occupied Varkana as part of the Great Adonian War. Following the establishment of democracy in Varkana, relations were close. After the election of Inga Korsantia as President of Varkana in 1964, relations became strained due to Korsantia's socialist agenda. In 1971, Breisland covertly helped and supported a military coup d'état which included the assassination of Korsantia, condoned by Hermann Gerstle, a high-ranking BND officer. During the Junta, relations were really warm and cooperative, especially during Intl Crisis of sort. After the reestablishment of democracy, an independent investigation revealed Breisland's involvement in the coup, which was vividly denied by the Breislandic government. Since then, relations have been strained on diplomatic level until the presidency of David Lordkipanidze who pushed for a rapprochement. After the Varkan revolution in 2000, uncertainty arose but President Avalishvili maintained good diplomatic relations with Breisland, although the latter country's government heavily criticized Varkana's economic policies. In recent years, after the election of Giorgi Latso as president, tension escalated with revelations regarding the Varkan chemical weapons program.

Varkano-Echian relations have improved gradually since 1948. Both countries have sought to reduce tensions along the frontier, expand trade and cultural ties, and normalize relations. Relations warmed considerably after the Varkan revolution, and both countries have become important trading partners. Despite apologies regarding the Great Adonian War by a few Varkan leaders, tensions still remain, mostly because many Echians feel there is a lack of true remorse for wartime crimes committed by Communist Varkan forces. This has been reinforced by attempts to revize textbooks in recent years by the Renewal Party, the continued dispute over Varkana's atrocities in the war, and the resurgence of nationalism and militarism in Varkana. They share 525 km of common border, mostly along the Apennines, 166 km of which is the Didi Kedeli. Both countries are members of the Mesogean Cooperation Organization and the Energy Standard Organization.

Varkana and Kastruneto have strained relations due to unsolved issues regarding Varkan war crimes in the Great Adonian War, Varkana's involvement in the Kastrunetian Civil War, and the alleged kidnapping of Juansher Dodashvili by the SSD in Botão, related to the Varkan chemical weapons program. As a result, Kastruneto withdrew its ambassadors from Varkana in December 2014 to protest Varkana's alleged non-compliance with international law.

Varkana has a positive bilateral relationship with Kotcija based on many common strategic interests. The two countries have shared history as part of the Dinarides region and currently enjoy close cultural and economic relations. Varkana is Kotcija's third-largest exporter and third-largest supplier, to which Kotcija is also Varkana's ninth-largest exporter and eighth-largest importer. Varkan investments in Kotcija since the 2000s have been important, accounting for 13% of foreign direct investments in the country. Both countries are members of the Mesogean Cooperation Organization and the Energy Standard Organization.

Varkana and Svaneti have a unique shared history, Svaneti having gained its independence from the latter in 1944 after the Great Adonian War. Varkana remains Svaneti's largest trading partner and most important ally, rooted in a one-sided defense pact, as Svaneti has no standing military outside of its 10,000 national guardsmen. Varkana maintains a force of 15,000 in five military bases across the country. Both countries are members of the ESO.

Vasaras and Varkana share a rich history of trade and cultural exchanges, strong commitments to secularism, modern economic links and military cooperation dating back to their alliance in the Great Adonian War. Heads of states of both nations enjoy warm diplomatic relations and both countries are generally aligned on regional issues. Both Vasaras and Varkana are full members of the Mesogean Cooperation Organization, the Energy Standard Organization, and have had important joint infrastructure projects in recent years such as the high-speed rail network of Vasaras developped by SARK.
